Air gapped mode

When operating in an environment where internet access is not an option. Change Management Center to "air gapped"-mode will ensure no external requests are made.

This will also result in disabling automatic installation and upgrades using web UI.

Installation of Management Center is still done same way but before starting set "air_gapped=true" as a systemproperty.

Windows For windows this means setting air_gapped=true in the appropriate .vmoptions file.

Container Using container set air_gapped=true as command parameter.

This will only afect Management Center not underlying service
